2017 review

I have had requests to be able to view the full handicap files, there are two versions available here.

The “overall2017” is the straight forward race file used in calculation of races on a race by race basis.

The “personal2017” is achieved using the RYA calculation system against each boat, the results show an odd change in places but overall nothing significant.
